at the premature demise of Vijay Cheda, 27, in a tragic accident at Hunli along the

ATI training on RTI Act
ITANAGAR, Nov 17: A three days sensitisation programme on RTI Act 2005 for the ministerial staff of Arunachal Pradesh Civil Secretariat and other Head of offices commenced at Administrative Training Institute (ATI), Naharlagun today.
The programme will conclude on November 19 at Banquet Hall here with a panel discussion on the key theme. The Chief Information Commissioner, all the Information Commissioners of the State Information Commission, Commissioners and Secretaries of the State Government are expected to attend the programme besides the resource persons.
Hunting and fishing banned in Chiputa
ITANAGAR, Nov 17: The Chiputa Village Welfare Society has banned hunting and fishing within its jurisdiction. This was decided in a recent meeting held at the village under the chairmanship of Gaon Burah Tana Hechi.
The also decided to ban carrying of any kind of arms and hunting materials, felling of trees without prior permission from the society and carrying of any type of sawing materials within the jurisdiction of the village. Violators would be imposed fine upto Rs 50,000, the meeting resolved.
The society has further resolved to seize arms and any material used for killing or hunting wild animals and felling trees. The seized items would be deposited to the authority for initiating further necessary action against them.
Arunachal BJP bats for SSA teachers regularization
ITANAGAR, Nov 17: The State Bharatiya Janata Party (BJP) has urged the Human Resource Development Minister to regularize the SSA teachers who are already in the service for the last five years.
In a letter addressed to the Union HRD Minister, State BJP vice president Sotai Kri appealed for monthly disbursement of salary to the SSA teachers. He said that irregular payment to the SSA teachers is affecting the education system. He also requested the Union Minister to provide free hostel facilities to children belonging to below BPL families . Kri also sought to reinstate the board system for class V and VIII and demanded establishment of an IIT institute at Diyun circle.

ALSU resents tardy work
ITANAGAR, Nov 17: Arunachal Law Students Union (ALSU) has demanded the executing agency and contractors concerned to expedite the construction works of the Government Law College at Jote, Papum Pare district.
Taking a serious note of the tardy work at site, ALSU claimed that although the term of the contracts work started in 2011 has expired in October last nothing tangible has been seen so far.
ALSU president Tadar Tarish, who led a team to visit the project site to take stock of the progress of the construction work, appealed to the authorities concerned and executing agency department to not release any pending bill against the said project to the contractors concerned until completion of the entire works.

Youth leadership programme at Roing

Roing, Nov 17: The opening ceremony of the Youth Leadership Training Programme in association with The Art of Living was held at the VKV prayer hall here today.
The programme was initiated by the Roing Police, as part of community policing as a campaign against alcohol and drug abuse, in association with Enjalu Menda Women's Empowerment Forum(EMWEF), Dibang Adi Women's Association(DAWA), Navyuga Engineering Company Limited and NHPC. The duration of the training programme is of six days which will start from tomorrow. The programme has been designed for both adults and adolescents, with an intake capacity of sixty trainees.
The main initiator of the programme Lower Dibang Valley SP, Rajneesh Gupta said that such programmes are very important and it will be conducted on regular basis.
The coordinator of the programme DSP Habung Hailyang informed that the main purpose of this programme is to bridge the gap between authority and subordinate, and to mingle up with the general people in order to maintain peace and tranquility in society.
"Apart from following the law while dealing with people, it is also important to understand their emotional values. This programme will help to ignite the intrinsic motivation of people and their moral values", Hailyang added.

ITANAGAR, Nov 17: State Coordination Committee for Infrastructure Project (SCCIP) for North Eastern States at the State level under the concerned Chief Secretary and Central Steering Committee for Infrastructure Project (CSCIP) at the national level under the Secretary (Border Management), Ministry of Home Affairs is being envisaged for timely completion of the projects.
This was decided in a meeting today in order to facilitate the smooth execution of Infrastructure development Projects in the Border Areas which was chaired by Union Minister of State for Home Affairs Kiren Rijiju.
The State Committee will provide resolution and remove bottlenecks locally failing which refer the matter to CSCIP. The Central Committee will ensure time bound clearance of Projects and references received from State Coordination Committee. The committees will be represented by senior officers of concerned Ministries and Departments of the Government of India and the concerned State Government. The State Committee will meet once every month and the Central Committee will meet every quarter.
In the meeting, it was highlighted that the execution of various infrastructure projects relating to Roads, Railways, Power, Telecom etc. by the Central Ministries and State Govt. are hampering the work of the other agencies due to lack of coordination.
Rijiju expressed his dissatisfaction on the status of execution of various projects.
He said that existing scenario with respect to uncoordinated execution of the projects,
led to unnecessary delays and inconvenience to the public. During the meeting Department

Dept sets a March target for cement concrete road
ITANAGAR, Nov 17: The ground preparation works for execution of cement concrete paved road (Rigid pavement) in the Capital Region are going on in full swing and laying of concrete will begin from first week of December.
The target for completion is March 2015. The rigid pavement is a design road, a purely mechanized based work which will have life span of above 50 years. This rich quality road is being taken up in state for first time. The state govt. has decided to take up design concrete in phase wise manners.
This year 23.19kms total length of rigid pavement road has been considered.
Rigid and flexible pavement shall be executed with heavy T&P and the department is encountering lots of problem in regard of acquiring required minimum road width of 7 mtr, informed a release.

The tallest Okra plant in India
ITANAGAR, Nov 17: Supposedly the longest Okra plant to be recorded till date in India, the 17.5 feet Okra plant of one D Loyi, a Central Govt employee posted at Guwahati is intently vying for the Limca Book of Records title.
Planted this May in Loyi’s kitchen garden in the Income Tax Residential Complex, Beltola, the Okra plant is still growing and has reportedly crossed the 17 feet height, which is the recorded measure for the longest Okra plant with the Limca Book of Records. According to Loyi, the yield has been plenty so far and the plant is still flowering and bearing pods.
The anxious grower on contacting the Limca Book of Records has been suggested to complete the formalities and register for formal claim by June 30,2015. Obviously, Loyi is a happy kitchen gardener with lots of Okra to eat while the coveted title is round the corner.
Villagers oppose land acquisition for firing range

ITANAGAR, Nov 17: The karate players of Arunachal Pradesh have brought laurels to the state by winning nine medals, including three gold, two silver and four bronze, in the International Karate Do Championship held at Birtamod, Jhapa, Nepal from November 11 to 15. Bamang Yakum won a gold medal in Kumite in girls below 55 kg category while Tang Narba and Langkung Tatu won one gold medal each in Kumite in men’s below 50 kg and below 67 kg category respectively. Tatu also won a bronze medal in Kata event.
Milleno Mamai, who was adjudged as the best fighter in the championship, clinched a silver medal in Kumite in girls below 45kg category. Dunun Miyu won the second silver medal for the state in Kumite in boys below 60kg category.
Ha Rimi won one bronze medal each in Kumite and Kata events in girls below 50kg category. The fourth bronze medal was won by Dari Lokam in Kumite in men’s above 76kg category, informed Arunachal Karate Do Association general secretary L Marik.
Awareness prog on gender sensitive legal measures at RGU
ITANAGAR, Nov 17: Rajiv Gandhi University (RGU) in collaboration with Rajiv Gandhi National Institute of Youth Development (RGNIYD), Chennai conducted a one day awareness programme for young women on gender sensitive legal measures.
The programme aimed at sensitizing women to their legal rights and to create awareness about physical, mental and sexual harassment at home and workplace, informed the coordinator of the programme, Prof. Elizabeth Hangsing.
Kani Nada Maling, Legal Advisor of Arunachal Pradesh Women’s Commission speaking on the topic ten legal rights explained the different kinds of violence on women and discussed the steps that a victim can take and the legal aids that she can avail under the criminal procedure of law. The speaker also explained zero FIR, and the issues of compensation and counseling available to a victim.
Dr. Jumyir Basar, Associate Professor gave an informative presentation on Human Trafficking and Immoral Trafficking (Preventive) Act (1956). Human trafficking which is the third largest trade of organized crime is also an act commodifying men, women and children. Giving an insight into the existing dismal scenario of human trafficking in the world, the speaker called for stringent measures even within our own society, e.g. proper registration of ILP of domestic helpers, avoiding child labour etc.
Vandana, Upadhyay, Associate Professor, explained sexual harassment and sexual harassment at work place. She spoke about the self empowerment of women especially at workplace by the existing Act of Sexual Harassment of Women at Workplace which was implemented on 22nd April 2013. She stressed on the need of Gender Sensitive Awareness in every department of the state to create awareness for both men and women.
Taw Azu, Principal, Govt. Women’s College deliberated on Domestic Violence. She explained that Article 498 (A), of the Indian Constitution deals with the different kinds of violence against women. She stressed on the fact that this law aims at immediate stoppage of the violent act and it requires no evidence to initiate act against the perpetrator.

Publicity campaign on central flagship progs at Namsai
ITANAGAR, Nov 17: The second phase of Public Information Campaign (PIC) has begun at Namsai to sensitize the public on various central flagship programmes.
Inaugurating the campaign, Namsai MLA and Chairman of National Bamboo Agency Chau Zingnu Namchoom sought more cooperation of public and the administration for making the public aware of those programmes and their successful implementation. He explained the steps taken by the State Government for betterment of the people along the line of the central government.
Namsai Deputy Commissioner, RK Sharmah while highlighting some local problems urged the people to take maximum benefits out of these programmes. He suggested the people to approach implementing authorities if there were any doubt or problem in availing these benefits.
Prize oriented spot quiz was also organized during the programme besides songs and drama.

Who will take care of the final resting place?

I often wonder why we don’t realize that we are but temporary guests in this mortal world. We are only taking a few years of rest in this beautiful world while on our journey to the unknown world from where no body ever returns. Life is a transitory flower and not a static object. The beautiful flowers bloom only for a short time to spread colours and fragrance in our otherwise prosaic and mundane lives. They bloom but only to wither soon. The lovely birds that sing for us to make us happy and cheerful live only for a few years. They too go to the same world we all have to go, never to return again. But paradoxically, we behave as if we will live in this world for ever. We muse, brood and think about the past memories that inspire us to move ahead on the treacherous journey of life as the future beckons invitingly. We tend to think only about our personal aggrandizement, building houses, trying to make our children officers so that they live with comforts and luxuries. We never talk or think about the one and only surest truth in this world; death.
I have been to many towns in Arunachal Pradesh including our state capital Itanagar. The most striking and the common characteristic of all these towns is the absence of public burial place. The planners build roads, bridges, houses and what have you, but conveniently forget to construct the most important place in this world; a decent burial ground for the dead. They forget that all including the great planners themselves will have to eventually go to the graves to rest permanently. They must realize that all those who have appeared in this world will have to go to the graveyard. But this simple truth is eluding every body. In tribal society burial grounds are accorded top priority. All the villages have their village burial grounds. In fact, before settling down at any new place, the villagers invariably earmark or select a place mostly in the outskirt of the village to use as a public burial ground. But this practice is not seen in the urban areas for the reason[s] best known to the planners and the administration.
This issue has already become a hot topic of discussion among the intellectuals,
intelligentsia and the right thinking people of our state. The land is getting scarce
by the day thanks to the exodus of people from the rural areas to the urban centers.
The WHO’s WHO of the government will have to find out a suitable place today for
construction of public burial grounds or graveyards in all the towns of the state
otherwise tomorrow may be too late. There is as usual no problem for the haves who
have their own lands for the purpose but what about the have-
The time is indeed ripe to ponder over this serious issue and do something at the earliest, especially for the poor people who have no lands of their own. We must accept the fact that all will die one day and all will need a permanent resting place irrespective of religion, caste and creed, colour, rich, poor, young and old. So, it’s futile and uncalled for to run away from the bitterest truth and our responsibility. I have written exhaustively on this subject earlier also but it seems there are no takers. At both the meetings, Dr Tada termed the inclusion “an historic event for Arunachal Pradesh” and the result of joint efforts by the state government and the research department. “But the responsibility of bringing them to the final list of world heritage sites is with the villagers, local communities and the administrations,” he said.
Dr Tada advised the HoDs to bear in mind the traditional Monpa architecture and engineering when undertaking any developmental activity in Thembang fortified village. He suggested preparing an action plan to sustain living monuments and ruins prior to the final scrutiny by the UNESCO.
Speaking at both the meetings, Dirang ADC, Dagbom Riba lauded the significant role of research department in this regard and appealed the villagers to extend all cooperation to bring fortune and pride of Monpas as well as Arunachalee society.

The SHG with its own leaf carrying vehicle can now carry their green tea leaves to factory without depending upon middle men or agents, who always exploit the small tea growers by not paying proper price, said Khimhun. He termed it as a small but very important achievement for them.
Director of Trade and Commerce Tokong Pertin urged small tea growers to form more SHGs to avail the benefits of the scheme.

Home minister Rajnath Singh on Monday warned China against constructing roads in Indian Territory while maintaining that New Delhi wants cordial ties with its neighbours. Asked what if China continues to carry out construction of roads on Indian side, Singh said our forces will be left with no alternative but to "break" any such construction. This is a rare tough posture adopted by an Indian minister against China. The statement for sure will be rebuked by the Chinese establishment.

in Ladakh and Arunachal Pradesh. Despite such unfortunate incidents, in the past
strangely Indian government tried to play down aggressive activities of Chinese army.
Indian analysts believe that Chinese got emboldened by such mute behavior of Delhi.
People of India, in particularly the citizens of Arunachal have high expectation
from Modi government. They should not get bullied by China and concentrate in developing
border areas of Arunachal. Unless infrastructures are upgraded in border areas, Chinese
will continue to carry out such illegal activities taking advantage of the situation.

Through the column of your esteemed daily, I would like to give my heartfelt thanks and inevitable gratitude to the Department of Higher and Technical Education, Govt of Arunachal Pradesh for depriving some of us from getting our 2nd instalment stipend.
Many a times we enquired about it but the officials of Higher & Technical Education always gave us the same answer, “paisa aney se bhej dega”.
I am shocked to learn that final transactions has been made for session 2013-
Lastly but not least I would like to remind that everyone deserves equal treatment and opportunity in a democratic society.
I expect that the new Directorate of Higher and Technical Education would not allow his officials to commit such blunder in days to come.

Contradictory policies
Dear Editor,
The State Government of Arunachal Pradesh has adopted new policy for the Land & Revenue Management Department, Govt of AP, wherein applicant can apply for Land Allotment for Regularization of Unauthorized Occupation of Government Land directly in violation of The Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupations) Act, 2003 & The Public Premises (Eviction of Unauthorized Occupants) Act, 1971. Now the big question are: 1. how District Administration can stop fresh public encroachment of government land? 2. How any court can give judgments in favour of the complainant pursuing against the violators of Public Premises Act when it is the Cabinet decision of the State Government of A.P to regularized unauthorized occupation of Government land? 3. How State Government, Land & Revenue Management Department & District Administration, government of A.P are trying to protect the government lands which are not yet encroached by the public? How many of you think that the said policy of the State Government is going to benefit the State?
Only in Capital Complex more than 11000 illegal encroachers are going to be benefited soon by this policy.

Where are we headed ?

When the rest of the world is speeding up their pace of development and everyone is trying to achieve a noble and peaceful mode of sustaining life in this beautiful world, it is very disheartening to see the very sorry state affairs of our state. It is very clear that with the increased pace of development, there is many fold increase in crime graph in our society, especially in capital area.
In the recent past, there have been several minor and some major crimes that have occurred in our state including bank robbery to gruesome cold blooded murder of one renowned trader. Few mysterious murder have occurred, very shameful act of rape, molestation and many more such instances of crime have occurred which has gone unreported and unnoticed. Such instances have led to an environment of fear psychosis and uncertainty among the common public which is very unfortunate and shameful and a serious issue to think upon.
Such sudden rise in crime graph has put a big question mark on the ability; technical knowhow, the preparedness and commitment of the law enforcing department and government machinery.
So, in order to build trust among the public it is high time for the government and department to be prepared and equip themselves with the required knowledge to keep themselves abreast with the rise in crime graph and its technicality.
It is an appeal and question to the society and everyone that are we moving in right
direction. Can we play any role in curving such ills? If so, let’s do it before it’s
too late. It is also a sincere question to ourselves, the government and law enforcing
department that are we really committed to the betterment of our own people? Are

Reschedule exam dates
Dear Editor,
Through your esteemed daily, I would like to draw the attention of the concerned authority that the APPSCE has fixed the written exam date of Researchers Assistant (R.A) under the Department of Planning, Govt of Arunachal Pradesh on Dec. 12 and 13 which will coincide with the P G level exam of Rajiv Gandhi University.
It will be mutually beneficial for both the department and aspirants if the exam date is rescheduled. The department will be able to attract and select efficient and best candidates if the exam dates are rescheduled.
I as an aspirant candidate earnestly request the concern authority to kindly reconsider and reschedule the aforesaid exam date to January or February 2015 in the interest of all the aspirant candidates.
